GMU 373 - Horse Heaven, Washington

Rolling Horse Heaven Hills plateau rising from 200–300 ft at the Columbia River shoreline to just over 2,000 ft at the ridgeline. The north face drops steeply — over 1,000 ft in less than a mile — to the Yakima River bottomlands, while the south slope grades gently toward the Columbia. Dominant vegetation is bluebunch wheatgrass, big sagebrush, and rabbitbrush on north-facing draws and ridges; thousands of acres of dryland winter wheat and irrigated row crops blanket the flats. Invasive cheatgrass is expanding rapidly and increasing fire risk. The unit includes the southern shore of Lake Wallula and Lake Umatilla (Columbia River impoundments).

Approximately 8% public land total: ~1% BLM (Horse Heaven Hills undeveloped watchable-wildlife area near Benton City, accessed via Webber Canyon Road/McBee Road off I-82 Exit 96), ~7% Washington DNR scattered tracts. The Umatilla National Wildlife Refuge parcels (Whitcomb Unit and Paterson Unit) lie along the Columbia but are in Oregon/border waters and have their own regulations. No National Forest land within the unit. Vast majority is private farm and ranch land. WDFW 'Feel Free to Hunt' and 'Hunt by Written Permission' programs offer limited access to enrolled private parcels — check WDFW's online listing annually.

Shrub-steppe (sagebrush/bunchgrass) on ridges and draws; dryland winter wheat, barley, and pea fields on the plateau; irrigated corn, potato, and alfalfa in the southern lowlands near the Columbia; riparian cottonwood/willow strips along the Columbia, Yakima, and Snake Rivers. CRP grasslands provide pockets of cover.

Mule deer shift between summer range on the cooler north-facing draws and sage benches to winter wheat and CRP fields on the plateau. Rut activity in late October through mid-November pulls bucks into open ag country at dawn and dusk. Whitetail are concentrated near river-bottom riparian corridors along the Columbia and Yakima. Elk (Rocky Mountain) are present but in small numbers; District 4 elk are primarily centered in GMUs 372 (Rattlesnake/Hanford) with spillover into 373 during late season pressure. Black bear numbers are low given the open terrain.

Private land access is the defining challenge of this unit. Success rates for hunters without landowner connections are low. BLM Horse Heaven Hills area near Benton City allows hunting but has no developed facilities — steep 1,000-ft climb to ridgetop in under a mile. Trailer parking is extremely limited (~8 vehicle spaces). No National Forest land. The unit spans Yakima, Benton, Klickitat, Walla Walla, and Franklin counties. Elk do not appear in WDFW special-permit lists for GMU 373, suggesting general-season elk tags apply when the unit is open. Fire risk from cheatgrass is significant in late summer/early archery. Hunter orange/pink mandatory during all modern-firearm seasons.
