Box Elder, Sawtooth, Utah

The Raft River Mountains run east-west, parallel to the Utah-Idaho border, with moderately steep slopes on the south and east faces and gentler grades on the north and west. The highest point is 9,925 feet at Dunn Benchmark at the head of the Clear Creek drainage. Valley floors along SR-30 and the Lynn Valley sit approximately 4,500–5,000 feet. The Dove Creek Mountains at the southeastern corner of the unit offer rougher, more broken terrain before flattening near the Three Corners area.

Primary vehicle access routes are the Lynn/Almo Idaho road (unpaved), which enters the unit from Idaho through the Raft River Narrows to the community of Lynn; Lynn Valley Road south from Lynn; Dove Creek Road over Dove Creek Pass toward Rosette; and SR-30 (paved, running northeast to southwest along the unit's southern edge between Rosette and SR-42). SR-42 forms the eastern unit boundary. The Sawtooth National Forest Raft River Division (~95,000 acres) provides the principal block of public land; Clear Creek Campground is the only developed USFS facility and serves as the trailhead for Bull Flat Trail (#001) and Lake Creek Trail (#004). BLM parcels supplement public access throughout the lower foothills. Private land is extensive in the valley floors and along the Idaho border, creating significant access barriers at lower elevations; agricultural operations near Yost and along SR-42 are on private ground. Elk sightings near the Idaho border frequently involve animals that move in from Idaho at night and return before daylight. The Sawtooth NF is administered through the Minidoka Ranger District (Burley, ID; 208-678-0430). No confirmed CWMU boundaries within subunit 1d as of the 2023 elk plan; CWMUs in the adjacent Grouse Creek subunit (1a) do operate.

Sagebrush is the dominant cover type, comprising 55% of winter range and 58% of summer range. Black sagebrush occupies ridge tops and upper winter range edges. Within summer range, curl-leaf mountain mahogany dominates drier sites and maple more mesic areas. Sagebrush-juniper and juniper together account for approximately 31% of the winter range; juniper is noted primarily for thermal cover rather than forage. Aspen-timber and forb-grass types appear along the upper edges of winter range and are the primary summer range cover. Ongoing habitat concerns include juniper encroachment into browse species, conifer dieback with low aspen regeneration on the summer range, cheatgrass and other invasive annual grasses following disturbance, and degraded natural water sources. The USFS Raft River Division has implemented aspen restoration projects in the unit.

Mule deer are resident and migratory, with summer concentration areas in the uppermost elevations of the Raft River Mountains including Johnson Creek drainage, Lynn Valley headwaters, and ridgeline areas; deer migrate south and to lower elevations for winter range along the foothills near SR-30. Elk presence in the Sawtooth subunit is transitory and minimal—the 2023 UDWR Elk Herd Unit Management Plan states no permanent summer elk herd has been established in this unit. Elk move in seasonally from the adjacent Grouse Creek subunit to the west, from Idaho to the north, and from the Hansel Mountain subunit to the east; sightings have been reported in meadows around Rosevere Point and Rosevere Canyon. The population objective is 100 elk; the herd is currently below that objective. Moose are present in the broader Box Elder unit (OIAL bull moose hunt MB6012); their use of the Sawtooth subunit specifically is not confirmed in management documents. Mountain lion are present and may be taken year-round with a valid hunting license under cougar management unit 1A (Box Elder, Raft River); no separate permit is required. Black bear presence is possible but no dedicated limited-entry bear hunt unit exists for this area in the 2026 tables. Pronghorn are not associated with this boundary.

1. The 'Box Elder, Sawtooth' boundary is an elk-specific subunit (1d) defined in the UDWR Elk Herd Unit Management Plan. For deer, the entire 'Box Elder' general deer unit covers the same geographic area. 2. Elk presence in this subunit is explicitly described as transitory and minimal in the 2023 plan; no permanent summer herd documented. Population objective is 100 animals, currently unmet. 3. The 45% public land figure is from GoHunt; the UDWR elk plan land ownership table reflects the entire 4-subunit Box Elder Elk Herd Unit (400,484 acres total), not subunit-specific acreage. 4. Mountain lion: no separate permit required in Utah since 2023 rule change; a valid hunting or combination license is sufficient. Cougar management unit 1A (Box Elder, Raft River) covers this area. 5. No dedicated bear hunt unit exists for this area in 2026 tables; bear removed from species array. 6. Pronghorn: no 'Box Elder, Sawtooth' pronghorn unit exists; nearest pronghorn units (Snowville, West) are geographically distinct. 7. The unit name 'Sawtooth' refers to the Sawtooth National Forest (Raft River Division), administered by USDA FS Region 4 Minidoka Ranger District (Idaho).
