Sumpter, Oregon

Highly diverse, ranging from roughly 3,300 ft on valley floors and sagebrush-steppe lowlands near Baker City and the Burnt River drainage up to 9,106 ft at Rock Creek Butte in the Elkhorn Mountains. The western portion is dominated by the rugged Elkhorn range — steep granite ridges, cirque basins, and few roads (confirmed by ODFW 251D hunt description: 'mostly rugged terrain with few roads'). The eastern and southern portions transition through rolling juniper and ponderosa pine country to open rangeland and sagebrush flats along US 26 near Ironside. The Burnt River Canyon cuts through the unit's lower northeastern edge. I-84 marks the northern boundary along the North Powder River valley.

Public land (~45% of unit) spans portions of the Wallowa-Whitman National Forest (Baker Ranger District; 1550 Dewey Avenue, Baker City; 541-523-6391), Malheur National Forest, and BLM Vale District holdings in the southern and eastern portions. Main highway access: US Highway 26 forms the southern boundary (Ironside to Austin Junction); State Highway 7 runs northeast from Austin Junction toward Baker City through Phillips Reservoir and the Sumpter Valley; I-84 marks the northern boundary near North Powder. Key interior roads: Anthony Lakes Road / Forest Road 73 climbs from near I-84 Exit 285 to Anthony Lakes at ~7,100 ft, providing primary access to the Elkhorn high country. The Elkhorn Crest National Recreation Trail runs ~23 miles along the spine of the range from Anthony Lakes to Marble Pass. The North Fork John Day Wilderness (Baldy Creek Unit) occupies the northern Elkhorns within the Baker Ranger District. State-leased walk-in access programs cover M.R. King Ranches (3,835 acres), Troy Ranches (5,696 acres), and Fur Mountain (2,724 acres). Seasonal vehicle closures apply to the Dark Canyon area (~20 sq mi) from three days before the controlled buck deer season through the close of the last elk season, and Patrick Creek (~8 sq mi) with similar restrictions plus a May 1–June 30 closure. The Elkhorn Wildlife Area requires a parking permit year-round and is closed to all public access December 1–April 10 to protect wintering wildlife.

Vegetation follows a clear elevational gradient. Lower elevations (below ~4,500 ft) support sagebrush-steppe, juniper woodlands, bunchgrass, and irrigated hay meadows that serve as critical winter range. Mid-elevations (4,500–6,500 ft) are dominated by ponderosa pine and mixed-conifer forest (Douglas-fir, white fir, lodgepole pine). Upper slopes transition to subalpine fir, Engelmann spruce, western larch, and aspen, with open parkland and whitebark pine near timberline. The Elkhorn Wildlife Area (Auburn and Muddy Creek tracts per ODFW hunt descriptions; visitor guide names North Powder and Auburn tracts) provides managed winter range with supplemental feeding at 10 sites for wintering elk and deer.

Rocky Mountain elk are the signature game species; roughly 1,400 elk winter on the Elkhorn Wildlife Area with supplemental feeding by ODFW at 10 sites, migrating into the Elkhorn high country and surrounding national forest through summer and fall. Mule deer are widespread; an estimated 800 deer also use the Elkhorn Wildlife Area's winter range. White-tailed deer occur in limited numbers, primarily in riparian corridors and valley bottoms. Pronghorn antelope inhabit the sagebrush-steppe in the southern and eastern portions near Ironside. California bighorn sheep maintain a population on rocky canyon terrain within the unit (controlled-hunt management, 500 series). Rocky Mountain goat occupy the granite alpine terrain of the upper Elkhorns. Black bear range throughout the timbered portions. Cougar are present unit-wide. Other wildlife includes bald eagle, wild turkey, California quail, forest grouse, bobcat, coyote, and listed aquatic species (bull trout, Columbia spotted frog, interior redband trout) in the North Fork John Day and Powder River drainages. Wolf observations have been reported but no established pack confirmed as of available sources.
