District 417, Montana

Highly broken badlands topography characterized by deeply incised coulees, buttes, clay ridges, and eroded drainages carved by the Missouri River and its tributaries. Elevation ranges from approximately 2,250 to 3,500 feet. Gumbo (clay) soils make many roads impassable when wet. Foot travel is extensive and glassing across drainages is the primary means of locating game.

The district is bounded by US Highway 191 (Hilger in the south), Route 236 (Winifred in the northwest), Stafford Ferry Road (eastern boundary, runs north from Winifred to the Missouri River at Stafford Ferry crossing), and Knox Ridge Road (east-west connector from Winifred to Hwy 191). The Charles M. Russell NWR occupies a large interior block; river access by boat is possible early in the season. BLM and State lands are interspersed with private holdings — approximately 60% of the district is private. FWP Block Management Program enrolls about 30% of private land; BMA reservations open August 15 and fill the first day. Block management areas along Knox Ridge Road provide access to more remote public ground. Winifred (24-hour gas, bar/restaurant, small grocery) is the primary services hub within the district. Wet-weather road conditions on gumbo soils can make routes impassable; extra fuel is recommended as gas stations are scarce. The Upper Missouri River Breaks National Monument (BLM-administered) covers portions of the district across Fergus and Chouteau counties.

Ponderosa pine, Rocky Mountain juniper, and Douglas-fir occupy north-facing draws and sheltered slopes. South- and west-facing ridges and uplands support sagebrush-grassland communities. Riparian corridors of cottonwood and willow run along the Missouri River and scattered creeks. Stock ponds and the river itself are the principal water sources for wildlife across the largely arid breaks landscape.

Mule deer are the primary big-game species; HD 417 historically experienced high hunting pressure and bucks were harvested at younger age classes. After consecutive drought years (2020–2022) and a severe 2022–23 winter drove populations to near-record lows, FWP converted buck mule deer to limited-entry permit in 2024 (confirmed: HD 410 and HD 417 now require special permits for mule deer bucks). Elk are present but at lower densities than neighboring Missouri River Breaks districts (HDs 410, 412, 426); bulls in the 320–340 class are attainable. Key elk summer and winter range lies substantially on private land, and elk distribution is patchy — scouts report phenomenal country with no elk in sections. Mountain lions are present and carry a dedicated hunting district designation. Sharp-tailed grouse and sage grouse use valley slopes and upland plains. Bighorn sheep are documented in the broader CMR NWR corridor but are not confirmed within HD 417 boundaries.
