District 391, Montana

The district runs from the Canyon Ferry Reservoir shoreline at approximately 3,700 feet up through the Big Belt Mountains to peaks near 9,500 feet, with Elk Peak reaching 8,589 feet. Topography is rugged. The majority of the public-land area has relatively moderate slopes; steep draws, rocky ridgelines, and spring-fed drainages characterize the mountain terrain, while the lower benchlands and valley floors along the reservoir contain gentler terrain and irrigated agricultural land.

Public land comprises approximately 25.3 percent of the district. The Helena-Lewis and Clark National Forest (Big Belt Mountains Ranger District) provides the bulk of public ground. Access is constrained: only a handful of public roads reach the east face of the Big Belts, making backcountry access on the public portions limited without hiking or horseback travel. US Highway 12 connects Helena to Townsend along the south shore of Canyon Ferry Reservoir and serves as the main corridor. Montana Highway 284 follows the reservoir's east shoreline north toward White Sulphur Springs. Forest Service roads off these highways provide trailhead access to the higher country, though road quality varies and tire chains are recommended in heavy snow. The majority of low-elevation elk and deer habitat is on private land, and FWP identifies restricted access to private land as the primary limiting factor for hunters in this district. Region 3 Block Management Areas (93 BMAs covering approximately 495,000 acres region-wide) may provide licensed public hunting access on enrolled private parcels; hunters should consult the FWP Hunt Planner map or contact the Bozeman Regional Office (406-577-7900) for current HD 391 BMA listings. No federally designated wilderness areas fall within the district boundaries.

High-elevation slopes support dense Douglas fir and ponderosa pine forest broken by grassy parks and meadows. Mid-elevations transition into lodgepole pine, which dominates the drier aspects. Lower foothills carry open ponderosa and bunchgrass parks. Riparian corridors along Dry Creek, Duck Creek, and Missouri River tributaries support cottonwood and willow stands. Irrigated alfalfa fields on private land in the lower valley are important late-season deer and elk concentration areas.

Elk numbers in HD 391 are well above FWP management objectives; FWP Region 3 forecasts confirm elk in HDs 390 and 391 are found mostly on private land during hunting season with numbers continuing to be well above management goals. An aerial survey conducted in 2003 recorded approximately 5,000 elk in this Elk Management Unit (current population figure not available in publicly accessible sources). During hunting season, the majority of elk are concentrated on private land at lower elevations, with smaller numbers using Helena-Lewis and Clark National Forest in the Big Belts. Average elk harvested are reported to be approximately three years old, reflecting the difficulty of reaching older bulls on public land. Mule deer are present in localized numbers, particularly near irrigated alfalfa on private land at lower elevations; mature bucks are hard to find. White-tailed deer occupy the valley and riparian corridors, also predominantly on private land. Black bear inhabit the forested mountain slopes. Mountain lion are present throughout the district. Gray wolf activity has been documented in Region 3. Pronghorn antelope are not established within this mountainous district.
