Zone X3b, California

CDFW describes Zone X-3b as covering a large geographic area where the terrain can be very steep and rugged, with vegetation ranging up to alpine habitats. The South Warner Wilderness lies within the Modoc National Forest portion of the zone. Historically popular and productive areas include high features such as Annie Mountain, Bald Mountain, Buck Mountain, Hat Mountain, Pryor Peak, Sheep Rock and Sugar Hill, plus canyons, creeks and meadows (Alaska Canyon, Davis Creek, Deep Creek, Lassen Creek, Thomas Creek, Benton and Patterson Meadows). The zone is bounded in part by Goose Lake to the north. Specific elevation figures are not published in the CDFW sources reviewed.

Zone X-3b is dominated by Modoc National Forest (Warner Mountain Ranger District) and BLM lands (Applegate Field Office, with stations in Alturas and Cedarville), interspersed with private ranch land that requires written permission to hunt. The unit straddles the Warner Mountains and Surprise Valley; the two main highway corridors are US-395 (western approach through Alturas) and CA-299 (east-west spine), with County Road 1 running north-south through Surprise Valley on the eastern fringe. From Alturas the primary paved approach to the mountains is County Road 56 / Forest Service Road 31 (Parker Creek Road), which climbs east about 19 miles to the Pepperdine Trailhead — the main staging point for the South Warner Wilderness (open to foot and pack stock only; free wilderness permit required, obtainable from the Modoc NF Supervisor's Office at (530) 233-5811). A second paved approach departs US-395 at Likely and follows Jess Valley Road east approximately 16 miles to Blue Lake Campground; from there Forest Road 64 continues as a roughly 40-mile dirt through-route across the south end of the range, exiting at Eagleville in Surprise Valley — washboard conditions and winter closure are typical, and motorhomes are not advised. East-side access uses County Road 1 south of Eagleville, then Forest Road 40 to the North Emerson Trailhead at the wilderness boundary; a separate route via County Road 40 reaches east-side campgrounds. Most forest spur roads are dirt and are seasonally closed by snow, generally from November through late June at higher elevations; facilities and wilderness access typically open early July through late October. The Modoc National Wildlife Refuge and State Game Refuge 1-C within the zone are closed to hunting.

Per CDFW, vegetation is highly varied, ranging from low sage, sagebrush, bitterbrush, aspen, juniper, hardwood-conifer, and conifer to alpine habitats. Deer respond favorably to vegetation disturbance that enhances brush species (wildfire, timber harvest); riparian corridors, recently burned areas, and re-sprouted clear cuts are productive, as are oak stands during acorn production. Lower deer densities occur in dense forest and older, decadent brushlands. The best hunting is generally near stands of bitterbrush, mountain mahogany, aspen, or tall sagebrush.

The subspecies is Rocky Mountain mule deer, and CDFW classifies X-3b deer as migratory. Deer move to higher elevations in late spring and remain there until the first heavy fall storms force them down below the snow line; this downward movement often occurs during the hunting season, so hunters should be prepared to drop to lower elevations later in the season after stormy weather. CDFW describes the herd as stable to slightly declining and considerably below 1960s-70s levels, consistent with a long-term western mule deer decline attributed to land management practices that precluded fire and produced more mature, less diverse habitats; short-term swings track weather effects on forage. General mule deer rut peaks in November; CDFW's X-3b sheet does not give a specific rut date.
