Hunting notes

Population is sparse with low hunter pressure, allowing deer to reach maturity. Concentrate around permanent water sources year-round and along canyon systems during the rut. Early archery season (late August) can be productive but extreme heat limits movement.

Hunting notes

Spot-and-stalk from ridgetops and benches; larger rams concentrate on western slopes of the Black Mountains where vehicle access is limited, requiring backcountry camps and extended hikes. AZGFD regulations warn of a disease outbreak reducing older age-class ram availability — expect a younger-class population. Both 15C North and 15C South are resident-only hunts for 2026; no nonresident permits are available. Remote area with difficult access requiring backcountry self-sufficiency.

Arizona Game Management Unit 15C is a remote Mojave Desert unit in Mohave County occupying the rugged Black Mountains between Hoover Dam and Davis Dam along the Arizona–Nevada border, with the Colorado River/Lake Mohave forming its western boundary and US Highway 93 its eastern edge. The unit is dominated by Bureau of Land Management and National Park Service land (Lake Mead National Recreation Area), making it largely accessible to the public, and is best known as desert bighorn sheep habitat with very sparse mule deer.

Terrain & elevation

The Black Mountains form the backbone of the unit, their spine running roughly parallel to the Colorado River. Elevation ranges from approximately 700 feet at Lake Mohave to 5,456 feet at Mount Perkins (confirmed highest point in the Black Mountains). Topography is steep, rocky, and deeply dissected by canyons requiring extensive strenuous hiking in an extremely remote, harsh environment. Canyon systems include Horse Thief Canyon and White Rock Canyon (White Rock Canyon parking lot is a documented trailhead). The unit is divided by Cottonwood Road into 15C North (containing much of the LMNRA) and 15C South.

Access & public land

The primary paved access corridors are US Highway 93 (running northwest from Kingman toward Hoover Dam, forming the eastern boundary) and Arizona State Route 68 (the southern boundary, running west toward Davis Dam and Bullhead City). Approximately 80.6% of the unit is public land. The largest single manager is the National Park Service through Lake Mead National Recreation Area (LMNRA), which covers a substantial portion of 15C North; hunting is permitted within LMNRA but motorized vehicles must remain on designated park roads and off-road driving is prohibited. The BLM Kingman Field Office (928-718-3700) administers the remainder. Key access roads include the unpaved Kingman Wash Access Road (reached from US-93 at the Kingman Wash exit near Hoover Dam, running ~3.6 miles to Lake Mead shore), Cottonwood Road (the sub-unit boundary, ~8 miles), Golden Door Mine Road, Fire Mountain Road, Eldorado power line road, Jumbo Wash Road, Cranes Nest Road, White Rock Canyon parking lot (15C North); and Katherine Mine Road, Estrella Road, Jurassic Road (15C South). Four-wheel-drive vehicles are strongly recommended for all backcountry roads. Kingman, Bullhead City, and Boulder City/Laughlin NV provide the nearest services.

Vegetation & habitat

Low-elevation flats and canyon floors are Mojave Desert scrub dominated by creosote, yucca, and various cacti. Mid-elevation slopes support browse species, weeds, yucca, and scattered cactus favored by bighorn sheep. Higher north-facing slopes in the Black Mountains carry scattered juniper and oak stands. Riparian vegetation occurs along the Colorado River and Lake Mohave shoreline. The overall landscape is characterized as sparse, open desert with volcanic rock substrates.

Wildlife movement

Desert bighorn sheep (Ovis canadensis nelsoni) are the signature species, distributed throughout both sub-units on the rocky slopes and ridgetops of the Black Mountains; larger rams concentrate on western slopes where vehicle access is limited. AZGFD regulations note a disease outbreak in units 15A, 15B East, 15B West, 15C, and 15D that has reduced availability of older age-class rams; hunters should expect a younger-class population. Mule deer (Odocoileus hemionus) exist in low densities throughout the unit, concentrating around permanent water sources during hot months; low hunter pressure allows deer to reach maturity. Gambel's quail (Callipepla gambelii) are present in multiple locations. Wild horses and burros have been documented ranging through the unit. No elk, pronghorn, turkey, javelina, or black bears occupy this unit.
